Further easing for Regional Victoria in COVID-19 Third Step

Over the coming days more information about the changes to restrictions will be added.

  • Indoor exercise, including gyms, can reopen with limits on the number of people in spaces. Exercise and classes can resume with up to 10 people per indoor space and a limit of 20 people per facility.  Equipment must be cleaned between uses. You should wear a face mask unless you are out of breath. Exercise must be non-contact.  
  • Indoor non-contact sport can also resume for those aged 18 years and under. Up to 20 people can participate in the indoor exercise (like a dance class) with a maximum of 10 people per space. Indoor community sport is limited to the minimum number of people required to play the sport. There are limits on spectators to one parent, guardian, or carer where the child requires supervision. 
  • Outdoor religious gatherings can be held near a place of worship with up to 50 people plus a faith leader. While attending a religious gathering there are steps you need to take to keep yourself and others safe including not sharing food, drink or items.  You must also wear a mask, unless you have an exemption. 
  • Indoor religious gatherings can be held with up to 10 people per group (plus a faith leader), and 20 people per facility. You must also wear a mask, unless you have an exemption. 
  • Funerals will be allowed with up to 50 people if held outdoors. This limit doesn’t include babies under 12 months of age, or the people required to conduct the funeral.  
  • Restrictions on the number of patrons for hospitality businesses in Greater Shepparton ease in line with the rest of Regional Victoria’s limits. Greater Shepparton hospitality businesses can apply the regional Victoria Third Step restrictions from 11:59pm 25 October 2020.  
  • Indoor pools can open for all ages up to 20 people. 
  • Live music will be allowed in outdoor bars, restaurants and cafes. 
  • Food courts can open for indoor and outdoor dining with limits on the number of customers. 
  • Transport and tours may resume with limits on booking size. 

Regional Victoria is in Third Step restrictions. This means:  

  • There are no restrictions on the reasons to leave home.   
  • If you can’t work from home, you can go to work. You still need a permit to travel between metropolitan Melbourne and regional Victoria for work or study.  
  • You can see friends and family outdoors in a public place in a group of up to 10 people.  
  • Up to two people can visit a household once per day. Babies under 12 months are not included in this cap, and other dependents can also attend if they cannot be left unattended or cared for in another setting. The two people may be from different households.  
  • Shops are open. While shopping you need to respect the limit of allowed patrons in a shop. This limit on patrons is in place to ensure everyone in the shop can keep 1.5 metres distance.  
  • Beauty and personal care services are open. They can only offer services where the customer can wear a face mask during the service.  
  • Indoor physical recreation can resume for adults, with class sizes of up to 10 per session. Equipment must be cleaned between uses. You should wear a face mask unless you are out of breath. 
  • For people aged 18 and under: 
  • Contact and non-contact sport outdoors can resume.  
  • Non-contact sport or physical recreation indoors can resume. 
  • You can exercise outdoors with up to 10 people. A trainer is allowed in addition to this limit. 
  • You can have a wedding with up to 10 people. This limit includes the couple and two witnesses. The celebrant is in addition to the cap. If a wedding is held at a private residence, private gathering restrictions apply. 
  • Funerals are allowed with up to 50 people if held outdoors. This limit doesn’t include babies under 12 months of age, or the people required to conduct the funeral. If a funeral is held at a private residence, private gathering restrictions apply. 
  • Indoor religious gatherings and ceremonies are allowed with up to of 20 people per facility plus one faith leader, with groups of no more than 10 people. Private worship is also allowed for a household and up to two other people plus a faith leader. Outdoor religious gatherings and ceremonies held near a place of worship are allowed with up to 50 people plus one faith leader. 
  • Some outdoor entertainment venues can open.  
  • Live music can be performed at outdoor hospitality venues. There are rules concerning space between performers (and spectators), wearing of masks, and cleaning requirements which help reduce the risk of transmission.    
  • Restaurants and cafes are open with limits on the number of customers. This limit on customers for seated service is in place to ensure everyone can keep 1.5 metres distance. Food courts can also re-open with limits on the number of customers. 
  • School graduations are allowed for class groups in a venue at one time for students and staff only (no parents). Graduations can be broadcast for parents and others.   
  • Outdoor tourism services can re-open, and tour transport can be used. Limits apply depending on the size of the vehicle.
